3 – Trump II administration: The new global health strategy deciphered

In September 2025, the United States of America published a new global health strategy entitled America First Global Health Strategy, marking a major shift in its international positioning on global health.

This global health insight aims to:

  • Draw the attention of relevant stakeholders to an ongoing development that remains little visible but could prove structurally significant for global health;
  • Recall the main elements of the U.S. strategy of September 2025 in order to provide a shared analytical framework;
  • Shed light on the current situation regarding the signing of bilateral agreements with partner countries, based on the information available in the Memoranda of Understanding (MoUs), and identify the main areas of uncertainty;
  • Highlight the strategic issues raised by this evolution and examine its implications for France and for civil society actors.

2 – Presidency of the Council of the European Union

France has taken over the Presidency of the Council of the European Union (PFUE) for 6 months, from January 1, 2022, with the slogan: “Relance, puissance, appartenance”. This note looks at the European Union’s competences in the field of health, the idea and modalities of a “Europe of health”, and Europe’s place in global health.

Social features, whether class, gender, or “race”, regulate social relations and influence life and health trajectories. By recalling the contours of the polysemous term “gender”, this brief aims at highlighting the major scientific and political issues at stake regarding social inequalities in sexual health today.
